Hayling Island pays council tax to Havant Borough Council. Here are the 2026/27 charges for every band, where the money goes and the discounts you can claim.
Hayling Island pays council tax to Havant Borough Council. For 2026/27 the total is £2,320.28 for Band D (Band A £1,546.85 to Band H £4,640.56). Single occupiers can claim a 25% discount, and means-tested council tax support is available. Check your band on GOV.UK.
Who you pay
Hayling Island is in the Borough of Havant, so you pay council tax to Havant Borough Council and manage your account through the council's council tax pages. Your bill also covers Hampshire County Council, the Police and Crime Commissioner for Hampshire and the Hampshire and Isle of Wight Fire and Rescue Authority. The council's 2026/27 resolution shows one set of charges for the whole borough.
You can pay by direct debit, online or by post. Manage your account at havant.gov.uk/manage-your-council-tax-online. The council's phone number is 023 9244 6019 (9am to 5pm, Monday to Friday, excluding bank holidays).

Where the Band D charge goes
For a Band D home in 2026/27 the resolution splits the £2,320.28 as follows: Hampshire County Council £1,690.11 (basic charge and adult social care), Police and Crime Commissioner £290.46, Fire and Rescue £92.84 and Havant Borough Council £246.87. The council's own element rose by £7.11, or 2.97%, on the previous year.
Finding or challenging your band
Look up your home's band on GOV.UK's council tax band service, which searches the valuation list by address or postcode. If you think the band is wrong, you can challenge it through the same GOV.UK service with evidence, or by emailing ctinbox@hmrc.gov.uk. Bands are set by the Valuation Office Agency, not by Havant Borough Council.
Discounts and support
The council's overview lists a 25% discount if you are the only adult living in the property, and further discounts for disabled residents, full-time students and apprentices, and unfurnished empty properties. There is also a carer discount and a single person discount review process. Some properties are exempt, for example those occupied only by students. Full conditions are on the council's discounts and exemptions pages.
Council tax support is a means-tested benefit, so your income and savings are taken into account. Use the council's online benefits calculator first, then apply through the online form. The council says to apply straight away because it is not always possible to backdate payments, and to tell it immediately if your circumstances change.
Moving house
You can tell the council online when you move within the borough, leave or arrive. If you are struggling to pay, contact the council early; its non-payment page explains what happens next.
